Tribes Compelled to eat 'Chakbar' leaf due to starvation

The poor tribal community has no option to eat Chakbar leaf as food due to continuous drought. It seen at KookhariTola , Bahuaar village under Rabastusganj. Chirujia of 'Agaria' tribe with her eighteen members family is compelled to give 'Chakbar' leaf to her family members as food. Such a worse situation was in 1960. But it was beyond imagination that in 21 st century repeats, tribes will be compelled to eat leaf.

This tribal family of Bahuaar village has eighteen family members. They have only one Red card. The family got only 35 K.g food grains through the Red card. This is a landless family. Chirujia has four sons, five daughters, two daughter- in-laws, five grand sons and her husband. Only 35 K.g ration from Red card is not sufficient enough to meet their hunger. As Femine relief work is not in Process, they are jobless. According to Locals, if the Femine relief work is not start immediately, more poor people will have the same fate. The poor tribes took Chakbar leaf and Mahua lath due to lack of food grain, fifty years before. After 'Green Revolution' we thought we are self-dependent. But we can't ignore our poor tribal community; those are compelled to eat 'Chakbar' leaf to meet their hunger. District Administration should take it seriously.

Panchayat Elections - UP

The Panchayat elections have just concluded in Uttar Pradesh (UP). The final result was declared on 28th August. This was the third Panchyat election held on the basis of the constitutional amendments made during the regime of Rajiv Gandhi.

The entire state had been through a lot of excitement ever since the dates were declared during the last week of July. The excitement can be judged by the participation of the voters: 80 to 85 percent of votes were casted in the election. Another interesting feature of the election was the lavish show of money. The extent of money spent by candidates to lure voters was unprecedented. Anything between Rs. 2 to 10 lakhs were spent by each candidate, depending on the size and importance of the Panchayat. The money was not spent in the campaign material as it usually is in the Assembly or Parliament elections. Instead, cash, food and alcohol were distributed directly among the voters. Commenting on such extravagance, one voter in Saharanpur said, “it is good that the elections were held in this period, because it was a lull month and no work was available in the villages. Much of our needs were taken care of by the election and the hardship that we would have had to face due to the non-availability of work was lessened.”

Dalits, particularly women, had participated in a very big way in the recent elections. They not only contested from the reserved constituencies, but also fought for general seats. Even in the reserved constituencies, they used their political acumen to defeat those Dalit candidates who were put up by the upper castes. Dalits played the most decisive and balancing role and upset many calculations and ambitions.

Because of their independent role, often defying the diktat of upper castes, Dalits became the target of caste fury as soon as the results were declared. A reign of terror was let loose throughout the state. Dalits were not only threatened or beaten up, their houses were burnt and they were chased out of their villages. Everyday newspapers have been reporting such cases, but many more have remained unreported. We visited a few areas and found that the extent of violence and subjugation was despicable. What is more shocking is the local administration by and large has remained a silent spectator. The situation is volatile and turning worse day by day.

To stop this mindless violence, we appeal to all of you to write to the state government expressing our concerns and urge them to take concrete steps to stop this injustice and ensure protection of Dalits.

In 1998 thirty small, registered and non-registered Dalit NGOs came together to share their common concern and to chalk out an action plan for future. After detailed deliberation over two days it was realised that the voices of Dalit organisations did not receive adequate notice and Dalit issues did not receive attention. Apart from the entrenched system that worked to marginalise Dalit voices as well as interpret Dalit issues in a manner commensurate to the system, one major shortcoming that the participants noted was that of lack of co-ordination between different Dalit groups. It was also realised that the way in which non-Dalit organisations raise Dalit issues often dilutes the central points of structural discrimination as well as historical subjugation.

All the participants unanimously voted to form a platform to: -

• To create leadership quality in Dalit organisations.
• Undertake joint campaign against violation of Dalit human rights in the State.
• Create a space for, and increase visibility of, Dalit organisations.

The platform was called Dynamic Action Group (DAG). It was formed with the objective :-

• To strengthen the concept and philosophy of Dalit emancipation.
• To provide training and education to create new leadership.
• To initiate and expand debates on Dalit issues.
• To create Public awareness on Dalit issues.
• To locate methods for civil society to participate in the process of change initiated by DAG.

Our principal activities are: -

• Training Dalit youth and women for developing leadership and building perspective.
• Organising Public Hearings and Tribunals on violation of Dalit human rights.
• Monitoring events, media and development and disseminating the outcome.
• Advocacy.

Our Publications: -
• Dalit-gatha (Dalit stories) – a monthly newsletter of Dalit news carried by newspapers in UP. Dalit-gatha is published once a month and is a compilation of news clippings on Dalit atrocities, administrative attitude, Dalit action, and Dalit situation with respect to health, education and social services.
• Report on atrocities. These are periodical publications that contain information collected through local investigation and research. The publications describe social and economic conflicts, deprivations and discrimination that lead to conflict, and attempts (or its lack) at conflict resolution.
• Report on profiles of different Dalit communities of UP. These are periodical publication containing information collected through local research about specific communities. These contain the size of the communities, their situation, inter-community relationships etc.
• Aj Ka Bharat (India today) Aj Ka Bharat is a booklet published every two months contains Dalit stories from different part s of the country and translated into Hindi.

The structure of DAG.

At present DAG has 75 members spread over 35 districts of UP.
The network is guided by the constitution that is ratified and amended every year in the general house.
The general house consists of all the members, elects the executive committee and convenor for two years.
